Bug Description

Use case: after clicking Ubuntu logo user sees a Shortcuts link with a down arrow - user thinks it's a menu, clicks it and is consfused because his shortcuts disappear (why? the down arrow suggested that clicking it will SHOW something, not hide something).

I mean that it should not be down arrow when it HIDES shortcuts. It's common that down arrow beside text indicates showing something (for example menu), and up arrow hiding something.
