Displaying window title on top panel is very confusing

Bug Description

Use case: user clicks a small window. Suddenly it looks like the whole screen is named the same as the window he clicked. User thinks the whole screen, wallpaper and other windows is the application he selected.
Solution: drop displaying window title on top panel for not maximised windows.

I don't agree. I think it's just something that needs to be gotten used to, not a bug. Of course this is just my opinion, but I thought I'd note it here, as your 'bug' is not that clear cut so there will probably need to be a discussion around it before it's taken on.

let's close it, it's the way it is for years and doesn't seem to confuse users that much
