dash is fullscreen on netbooks and no option to resize

Bug Description

When clicking on the "ubuntu-sign" in the top left corner of the screen, an application chooser opens.
However, this is fullscreen on the netbook I am using, which is incredibly inconvenient, and no option to resize it is given.
This is a distraction to whatever work is being done at the same time, and also hampers the user experience as the buttons and input fields are much larger than everywhere else and therefore inconsistent and wasting screen space.

This may be reminiscent of the old "Netbook Edition" of ubuntu, nevertheless it is very obtrusive and does not allow one to continue to use ubuntu whilst, for example, launching an application that runs in the background.
A possible usercase is:

Alex is watching a film, and wishes to start an IM program at the same time.
Alex presses Alt+F2 to type the name of this program, but the whole screen fills with black, which prevents Alex from watching the film.

An easy fix would be to make this "launcher" around one quarter (or smaller when unexpanded) of the size of a netbook screen and possibly more transparent to make it as unobtrusive as possible.

I'm assuming that "Incomplete" means not enough information with regards
to the bug:

So basically what this bug is that there is no way to resize the size of
the dash that appears when one presses Alt + F2, say, except for being
able to resize it to fullscreen and from fullscreen. This is especially
a problem on netbooks, as the dash fills the entire screen there, and
there is no way to make it smaller, which is, in my opinion, quite
intrusive.
