Icons should fade up and down in Dash while scrolling

The icons in dash should fade from the top and the bottom while scrolling, it will look a lot better than now.

Yes, I think this is worth doing. 3Dman, could you go further and
provide a mockup of the fadeout in gimp? The guy to run it by is Otto
Greenslade, cc'd. I think this is for Oneiric unless someone out there
can whip up a patch?
