Bug Description

The application Menu should be shown (not auto-hidden) if no Title exists.

No, we always want the same treatment of the menu: if there is a menu,
it shows up when you call for it with the mouse or Alt key.

But why auto hide the menu just for constancy? It's still in the same position, just since there is no window title, there is no need to hide it.

It's like layering the window title over the window menu, but when there is no title "layer" then you should see strait down to the menu "layer"...
