Bug Description
Trackpads on netbooks are clumsy, and the displays are short. Many Unity screens, but particularly the Applications and Files&Folders screens, require using the trackpad to manipulate a narrow vertical scroll bar on the RHS of the screen to see everything. It's awkward.
It seems natural to let us use the arrow keys for this.

Surely page-up, page-down are the natural choices?
