'focus via mouse click' issue with maximized window

Bug Description

Binary package hint: unity

When using Unity (11.04 alpha), having a window maximized leaves the window border/controls in the panel. If a window pops up in front of it, the new window's menu now takes the place of the maximized window's border in the panel. If I want to focus back to the maximized window (and leave the pop'ed up window be) via mouse click on the maximized window behind the newly opened window in the foreground, i have to navigate around and find a place in that window that will not alter it's state by the mouse click (there are links/buttons that will change the state of the window) because now I have no window border to click on. It is hidden by the new window's menu. I still find more and more troubles using the global-menu/panel-window-controls, than it is 'solving' (when in use on a normal desktop and not a small screen/netbook).

Also, the window-border/controls being in the panel makes it more work to un-maximize the maximized window in the background, one can no longer simply double-click on the window border (when the pointer is on the far right of the screen) to acomplish this, if my pointer is on the far right of a larger screen, I have to move the the far left of the screen to do anything with the window, taking more time and mouse movement (for me, often having to lift and re-position my pointer to get across the screen to be able to do anything with the window if it is maximized).

This functionality will be added in a later revision. However it is
not a high priority for now.
