ubuntu can use notification instead of Splash Screens

Bug Description
- Show the notification only if it take more then (for example) 2/3 seconds for the app to load
- This notification will be for all apps
- This will make ubuntu a little bit more Integrated (notifications instead of Splash Screens- so the same feel and look for all apps)
- This will make ubuntu a little bit more useful (so slow computers will have more notifications and fast computers will have less notifications )
