Bug Description

- Show the notification only if it take more then (for example) 2/3 seconds for the app to load
- This notification will be for all apps

- This will make ubuntu a little bit more Integrated (notifications instead of Splash Screens- so the same feel and look for all apps)
- This will make ubuntu a little bit more useful (so slow computers will have more notifications and fast computers will have less notifications )

Thanks a lot for reporting this, however as this would not be trivial to implement, as well as constituting a feature request, I am invalidating this as a paper cut. For more information on what constitutes a paper cuts, please see http://wiki.ubuntu.com/PaperCut.
