dragging icon onto workspace should launch that application onto that workspace

Bug Description

In exposé, it would be neat to be able to drag a launcher onto a workspace to launch the application. The same metaphor would be neat in normal launcher mode, so a quick flip of the mouse/finger could launch applications.

I'm not sure what this pattern serves beyond the more straightforward
"click on the workspace icon, go to workspace you want, click on
launcher of app you want". I can see that dragging a *window* to a
workspace makes sense, but I'm not sure about dragging a launcher icon.

I'll mark this one Opinion for now, but I'm happy to discuss it further.
