vertical dnd on the launcher bar is confusing

Bug Description

Binary package hint: unity

Using unity 3.2.0 in natty, clicking on an icon in the launcher and doing a vertical dnd moves the stack of icons in the launcher, that's confusing. Why not allowing moving icons this way in the bar or just block the move? The animation leads users to think they start some action where in fact they don't, that often comes on IRC as a source of confusion.

The usuability testing in maverick seems to have pointed that as an issue as well...

We can test the idea that drag always rearranges icons.

i think the moving of the whole stack has to do with touch screen behavior.

right now the way to dnd icons is to move them to the side and then drop them off to the new desire position.

i think an option to move/rearrange could be added to the right-click menu (like what we see in kde or normal gnome panel). That should help users find the option faster to reduce confusion.
