Tooltip text has a contrast problem

Bug Description

Maverick Meerkat beta

Steps to reproduce

1. Start any app with white background, fullscreen
2. Hold mouse cursor on Unity launcher application icon
3. Tooltip appears

Expected result:

Tooltip text is readable

Actual result:

Tooltip text is not very readable - since the white hotspot in the middle of tooltip becomes too white for the white text

Suggested fix: Make tooltip bg darker all the range

The matter is not an opinion if the accesibility guidelines for text contrast are not fulfilled.

I am not sure what guidelines Ubuntu follows, but at least here is a simple contrast tester:
