Launcher folded icons should center to mouse when unfolded

When the user move the cursor over a folded tile, while unfolding the tile should center vertically to the cursor.

I disagree with this statement - I don't think the launcher should move
relative to the pointer at all. This is currently a problem on the
flattened icons, but it would be an equal problem on the folded ones.
Instead, I think we should:
- figure out which launcher the icon is pointing to
- figure out the relative position of the icon (i.e. 85% up the icon)
- unfold the icon *around that point*. i.e. it finishes 85% up the
*unfolded* icon too
