Launcher folded icons should center to mouse when unfolded

Bug Description

When the user move the cursor over a folded tile, while unfolding the tile should center vertically to the cursor.

I disagree with this statement - I don't think the launcher should move
relative to the pointer at all. This is currently a problem on the
flattened icons, but it would be an equal problem on the folded ones.

Instead, I think we should:

 - figure out which launcher the icon is pointing to
 - figure out the relative position of the icon (i.e. 85% up the icon)
 - unfold the icon *around that point*. i.e. it finishes 85% up the
*unfolded* icon too

Hi Mark, in the prototype we implemented it differently, we tracked the movement of the mouse to get a direction when the cursor enters in the launcher and project it to the centers of the tiles to guess the one the user is going towards to. In this case I would probably argue that the icon should be centered. But my understanding is that currently we can't track mouse movements outside the launcher, so I guess that we have to go for a simpler solution like the one you are suggesting.
