Add support for custom date format on the menu item

Bug Description

It would be great to have option for customization time/date line via strftime settings.
For example, standart GNOME Clock applet has gconf key /apps/panel/applets/clock_screen0/prefs/custom_format ;
and if value of key /apps/panel/applets/clock_screen0/prefs/format set to "custom", then value of custom_format key proceeding as strftime arguments for displaying relative time/date information.
I think, such strftime setting should be not only for time (which displays in the indicator-applet panel), but also for the first line of datetime's main menu.

Currently you can set this for the panel in dconf-editor, but not for the menu item yet. So I'm leaving this bug open, but there has been some progress in implementing it.

It should also be possible to set a format for timezones. After changing 'time-format' to 'custom', the format of my timezones changed to 12-hour (see the screenshot), but I have no way to set a different custom format for them. I'd like to set them to '%T%z'.

It would be great if there was a 'Custom format' option on the 'Clock' tab of 'Time & Date Settings...'.

Currently, I have to use '%R:%S' instead.

Or at least an option for RFC 3339 style dates like '2011-08-27'.

Same thing also happens for '%:z' and '%w'.

Does indicator-datetime use g_date_time_format instead of the expected strftime for rendering? The g_date_time_format function does not support the same format specifiers:

For problems with unsipported time specifiers see bug#775113 . Indeed the %T support was added in Glib recently.
