Ability to "scale for menu and title bars" per-display

In Displays settings, the "Scale for menu and title bars" slider currently applies to both the built-in display of my laptop and the external display I have plugged into it by HDMI. But I need to be able to decouple the setting for each display: currently either my laptop scale is miniscule or my external display is enormous. There's no happy medium. Since the other settings on this window (e.g. display resolution) apply on a per-display basis the current functionality is also counterintuitive.
