No multimonitor support for snapping windows (CTRL + Super + left/right arrow)

Bug Description
CTRL + Super only snaps a window within the current monitor. Ideally a window should be snappable to a different monitor. e.g. right side of monitor #1 to left side of monitor #2
I often run into the situation of having two monitors, one shut off with a window open. Ideally I should be able to highlight the window (alt + tab or by click the icon in the unity launcher), then CTRL + Super + left/right arrow to move the window back into view without shutting off the 2nd display or turning the 2nd display on to grab the window.
