Toshiba Satellite L350D overheating, fan inconsitencies

Bug Description

My laptop has been overheating to the point of shutting down since installing the 32 bit version of 13.04. (my other bug report explains why I have to stick to the 32bit version)

It seems that powering up for the fist time of the day, when the computer is cold, the fan is gently blowing, but will not change and as a result cpu and harddrive het increasingly hotter. I am not able to activate the suspend by closing the lid everytime, but interrestingly enough it works after i have used suspend from the menu once, but in any case, coming out of suspend, it often brings up the fan speed again and sometimes even gets it blowing in relation to the temperature, however I cant tell as I dont know what temperatures and the thresholds for different fan speeds. Often it appears its simply blowing at 3/4 of full speed consistently regardless of temperature.
