Clicking on launcher items results in incosistent actions

Bug Description
On 12.04, there are five possible types of items on the launcher that result into incosistent actions when left-licked:
(1) Dash launcher: First click opens the dash, second click closes it
2) Application launchers: First click opens the application, second click does nothing (if there are more opens of the application open, it gets more complicated)
3) (optional) Show desktop item: First click shows desktop, second restores windows that weren't previously minimized
4) Workspace switcher: First click shows the workspaces, second goes to the selected workspace
5) Trash: First click opens a new window, second click opens another new window and so on (bug 692444)
Now, there are three types of action:
A) (1), (3) and (4) = First click opens something, second click closes it
B) (2) = First click opens something, second does nothing or focuses it
C) [erroneous] = Every click opens a new window
After bug 692444 is fixed, there will be only actions A) B) (Trash icon will behave as B)). Still, these are incosistent to me. As far as I know, consistency is one of the goals of Unity design. Of course, one of the possible solutions is to reopen and fix bug 733349, but that is not the only solution, I guess. I leave that to the Design team to decide.
