Clicking blank space on top panel should not raise maximized window to front

Bug Description

This bug was marked a regression and 'fixed', however I believe the original behavior was actually more appropriate:

Clicking on the blank space should not focus a maximized window. The logic is, if I have a window on top that is not maximized and then click on that blank space it currently will focus the (topmost) maximized window below my current window in the stacking order. This seems like a bad idea and as evidence I point out what happens immediately before clicking.

When moving the mouse into the blank space, the *current window's* menu shows (via global menu). Thus, moving the mouse into this area is an indication to the user that this area is somehow linked to the current window. So why would left clicking here suddenly focus a different window? In fact, right clicking *does not* focus the window (it seems to do nothing in this case)!

A similar issue exists with middle click, which as far as I can tell pushes the topmost maximized window to the back? I do not believe (if the current window isn't maximized) this should do anything at all.

I disagree, this makes sense because the top panel is essentially the title bar for each maximized window. But it could get confusing for some users, so I'll pass this on to the design team.

Right, but the currently focused window is not maximized. And in this case, that bar is actually acting as *only* the menu area for the current window (as evidenced by moving the mouse in/out of that area and the menubar showing/hiding).
