sticky edges should be inactive in the monitor where the launcher is not active and an window is not beeing draged

Bug Description
In my configuration with a duble monitor the launcher is displayed only in the left monitor and the sticky edges is enabled.
In my understanding the sticky edges is:
1. to half-screen maximase the window that is beeing draged close to the edge (I like this feature BTW).
2. to show the launcher when it is hiden.
In my configuration on the right monitor there is no launcher to be shouwn and when I'm moving the mouse (not draging an window) than the sticky edge should not apply any resistence.
