Bug Description
It would have to be linked to the icon offset value in some way in order to allow it to still be seen when the icons are not shifted up. --Andrewsomething
I have attached a patch to "fix" this. It adds a gconf entry app/arrow_offset, that defines how many pixels to offset the arrow from the task icon.
