junit.xml support is partially broken

Bug Description

The auto-upgrade-testing tool saves an junit.xml file with the test run summary, which can be used in Jenkins to set the health status of a job. However it appears support for it is incomplete: if a test fails auto-upgrade-testing doesn't handle the exception gracefully and exits without saving the file.

The behavior I'd expect is: return non-zero (maybe: return 4 as autopkgtest does), saving a junit.xml file with the test results.

This is indeed fixed. Maybe not used at full potential yet, but that's another story.
