This is the testbed-side wrapper that we use to execute commands. It's supposed to be created when setting up the testbed. And we check for the creation command exiting successfully, so I'm not too sure what happens.

I'm seeing this quite a lot on x86 currently - would be a great one for someone to contribute to helping with.
