autopkgtest-lxd-worker reboots don't bring everything back up

Bug Description

Looks like there's something racy in the systemd unit setup of autopkgtest-lxd-worker. After a reboot the *-socat units might be started but without their lxd remotes there. This means the workers take jobs but can't process them.

The socat approach needs to stay I guess: LP: #1538174. Looking for ways to do it better instead of sleeping 1 second - otherwise I'll just bump the delay.
