squid3 armhf test is hanging

Bug Description
doko reported that all the armhf workers were down. I got onto the machine, and it seems like squid3 was repeatedly timing out (and the maintenance job was down - not sure why that was, but I re-enabled it).
See the attached log. It ends with
vsftpd start/running, process 3214
Setting up autopkgtest-satdep (0) ...
Processing triggers for libc-bin (2.19-0ubuntu6.14) ...
I got on the node (lxc exec ... bash) and the apt-get process had finished, and so we should have carried on to run the test. But we didn't.
This is a run *without* apache2 from t-proposed. I tried running gzip in trusty as an example test which I know is simple & fast, and it passed fine.

For now I cowboyed a change to blacklist squid3. It should fail with an informative message for the SRU team.
Steve, is there any chance you could have a look at this one maybe? shell history or the top of the attached log file should give you a command to start with.
