/tmp/update-github-jobs.log grows without bound

Bug Description
The production autopkgtest-web unit was not working because the root disk had run out of space. The main cause of this was that /tmp/update-
- we should not log to /tmp.
- we must rotate logs instead of allowing them to grow without bound.

I turned off debugging for this script the other day, so the log file isn't really growing any more.
Nevertheless, we should fix this bug.
