test triggered from depwait package

Today, gnome-icon-theme-symbolic/3.12.0-2 triggered http://autopkgtest.ubuntu.com/ to test cinnamon-control-center.

The test passed, but it's odd.

1. gnome-icon-theme-symbolic 3.12.0-2 isn't actually built yet since it's been in depwait status since May (waiting for the GTK 3.20 transition basically which will happen soon). Did something change today since this is the first time that trigger happened?

2. Although the trigger was gnome-icon-theme-symbolic/3.12.0-2/ autopkgtest didn't care and happily installed /3.12.0-1 instead.

Similarly, the GTK 2 and GTK3 triggered-tests all ran despite the new GTKs being stuck in the new queue this whole weekend (GTK 3.20 transition).
