britney: eternal test loop for packages removed from -proposed

It seems britney requests tests for lava-dispatcher over and over:

2015.07-1 was in -proposed, but got removed:

This stopped happening, due to one of the most recent britney fixes. I added a test case now to ensure it stays fixed:
