add opt-out blacklist for email notifications

Bug Description

Scott Kitterman asked for opting out of autopkgtest notifications. We should add a blacklist of mail addresses.

Not currently an issue as we don't have any email notifications right now. Adding those is a work item.

Does the work item include an opt-out provision?

No, it doesn't right now, but the notifications will not be the same relatively useless one as before, but similar to the FTBFS notifications from Launchpad. But of course they should be simple to filter/categorize, similar to the LP mails.

Nothing stops us from adding a filter, but I really believe that people do want to know if their uploads get stuck in -proposed. If not, why do they upload at all :)

I get upload notifications for stuff that autosyncs from Debian. Since I'm
not involved in Ubuntu development anymore, I don't particularly want
notification.
