A proxy should be configured in the testbed to workaround access limitations.

That would also be useful for shipping a /etc/apt/apt.conf.d/01proxy with e. g. "Acquire::http { Proxy "http://10.0.2.2:3142"; };" to use the host's apt-cacher-ng.

Support for apt proxy added to r165.

Set APTPROXY in ~/.adtrc or etc/config.
The proxy settings in the testbed is stored in /etc/apt/apt.conf.d/95cloud-init-proxy
