Use tag name instead of id for Locale and Tag shortcuts

If someone creates a tag shortcut or locale tag alert with a tag "foobar", uninstalls Astrid and reinstalls, the id # of the foobar tag may have changed or be completely invalid. We need to handle this gracefully, since the user obviously identifies this tag by name and not by id.
