ha router interfaces are now ignored when constructing appliance config

Bug Description

Neutron very recently changed the device_owner field of router interfaces, as of https://review.openstack.org/#/c/291651/

In astara, we filter internal router interfaces based on device owner. When using an HA router, this router interfaces with the newer HA label get ignored and left out of the appliances config, resulting in no addresses being brought up within the appliance via keepalived.

    Include newly-labelled HA router interfaces in network config

    Neutron very recently changed the device_owner field of router
    interfaces on HA routers. We need to account for this when
    creating appliance network config, otherwise we omit HA interfaces
    from its network config.
