router port status does not properly reflect the actual state

Bug Description
Reported from fzylogic at DreamHost. Since the switch to VRRP capable ports, the logical port status does not reflect the proper status of the backing ports. Port are usually shown DOWN even when everything is working. This has been traced back to the kilo release.
