astara does not run in newton, database field change from tenant_id to project_id

Bug Description

Newton has changed the database field from tenant_id to project_id. As a result the astara extension byonf will not load. The neutron server will crash after trying to load the extension.

This bug is valid. The problem lies with astara-neutron and the change in the neutron database tables, We need to get patch https://review.openstack.org/#/c/344390/ merged.
