When the physical network MTU is 1500 and overlays are in use, connectivity to management interface may not work. The appliance should be made to support variable MTUs for interfaces.

    Make the management interface MTU configurable

    The default MTU for the management interface is sometimes bigger than
    allowable by the physical infrastructure. Make the MTU configurable in
    cloud-init and via config json. For cloud-init default it to the minimum size
    for IPv6 if the value is not specified in boot command.

    Add variable MTU support to the orchestrator.

    This change add variable MTU support for each interface if the
    underlying Neutron cloud supports it.
