Set BUILD_ASTARA_APPLIANCE_IMAGE=true doesn't build appliance.

Bug Description

Set "BUILD_ASTARA_APPLIANCE_IMAGE=true" in local.conf, Run stack.sh.
Devstack will not build the astara applicance.

So, I think we shoule use the "trueorfalse" function in plugin.sh to deal with this situation.
