Akanda-rug local repo part of install is set to master for stable branches

We need to be able to use other branches. The hard coded master needs to be updated.

You can use any branch you'd, they are over-writable using environment variables. The bug here is that the defaults for non-master branches should be updated to match the respective branch.

    Update branches in devstack plugin + .gitreview, clone akanda-rug

    Point everything to stable/juno in devstack plugin.

    Also, since we're not using the plugin interface here make sure we clone
    the akanda-rug repository and move its location into the main plugin file
    instead of settings file (which is a plugin resource)
