Bug Description
This bug is captured in video.
When you click on the screen border, the CMO moves to the border. Upon crossing the border, Map Panning commences. Unfortunately, the CMO is *still* moving. There are two problems here:
1. As soon as the Map Pan finishes, if the CMO is still in the border of the screen, Map Panning begins again automatically!
2. There's a "Moving Sidewalk Effect". Explanation: the CMO continues to move with respect to the screen. Since the display is moving during the Map Pan, the CMO is moving VERY quickly.
