use of ccl::fasl-version breaks asdf on ccl trunk

Bug Description

ASDF accesses the internal symbol ccl::fasl-version. This symbol is now gone
in the ccl trunk.

The new exported interface to this is (ccl:target-fasl-version). Please see

It is rather unfortunate that you didn't warn me 24 hours earlier, at which point it would have made it for the 2.019 release. Sigh.

I've been using ccl::fasl-version since 2007 at the recommendation of gbyers.

Yes. I am running the full test suite now. When it's done, assuming it passes successfully, I will tag and push.

Fix committed. Now someone with bleeding edge CCL must pull and run the test suite (at least).

In 2.019.2, I tweaked Robert's commit to avoid a forward reference, and added a comment.
