uiop/stream:slurp-stream-string makes an output stream with the wrong element-type

Bug Description

In LispWorks, uiop/stream:slurp-stream-string needs to supply the element-type to with-output-to-string so that all copied characters will fit.

I've attached a patch.

NB: I didn't test my patch above, except by running make test on CCL. Please review and test.

Fixed in discussion on the common-lisp.net gitlab. As mentioned elsewhere, we are no longer keeping up with launchpad.net
