Try to put data files (CSS) outside of the wrapper scripts

Datafiles in as2api, particularly the CSS files, are written out by a script that embeds the whole file content within a 'here-document'. This was done on the assumption that if the file was simply copied to it's final destination from the as2api data directory, rubyscript2exe would not notice that the file was required, and would exclude it from the packed application.

rubyscript2exe can handle data files, which would simplify CSS handling a fair bit.
