links don't always get their link-text in HTML output

Bug Description
when a {@link ..} is included, the output doesn't always include the link text.
i.e. when the comment includes {@link <to> <desc>}, a link to the resource identified by <to> appears in the HTML, but sometimes, the text in the link is presented as if no <desc> were present.
