as2api doesn't support package descriptions

Bug Description
as2api should, like JavaDoc, inspect each package directory in the source hierachy looking for files named 'package.html'. Each file found should have the contents of the <body/> element extracted and processed for JavaDoc tags. The result should be used as the documentation for the package.
