Local players have no names in hybrid hosted games

Bug Description

Steps to reproduce: Set a non-empty name and host a game with your client. You'll be left nameless.

The culprit seems to be bzr commit 686 by epsy, changing the logic at the beginning of ePlayerNetID::UpdateName() in 0.2.8 (which I don't understand, but which seems to do its job) to something even more obscure :)
