0.2.8.3 includes GPL-3 named COPYING

Bug Description
First off: This bug is unrelated to whether we move to GPL-3 now or in the future.
However, our 0.2.8.3 releases contain a COPYING file with the text of the GPL-3 license, courtesy of aclocal or something like that. While the source files still say GPL-2, this COPYING file's presence can and does cause confusion as to our license.

I can't reproduce the issue, but it's definitely something wrong with make dist.
COPYING is copied from COPYING.txt in bootstrap.sh. Then you run distclean-local, and COPYING.txt is removed. Now you have no license file, and when you run make dist automake brings in its GPL-3 COPYING file.
Why do we even have COPYING.txt? Why not rename it to COPYING in source control?
