kick status does not get reset

Bug Description

Actually, I don't know if it's intentionnal or not, but here's the deal

We can't poll someone who has already been polled before, even if the poll was canceled.

Here is what happened:
1/ A someone on the server (café clone) polls another player (let's call him player1)
2/ As admin, I "/admin votes_cancel"
3/ then, I (or any other player on the server) try to "/vote suspend player1" right after
4/ the server replies: "Poll already made blah blah"

I agree that we shouldn't have the availibility to poll someone if the admin canceled the poll, but maybe make the difference between a suspend and a kick?

The message is misleading. it's the protection against too frequent harmful votes (affecting remove and kick votes) against the same person. After a while, it SHOULD be possible to poll the player again.

I added a "recently" to the message.
