Server asks players to /ready up, but warmup mode is not being used

Bug Description

In a stock server, with warmup mode not being used at all, clients will be asked to /ready up.

To reproduce:

1. Run a 0.4 server.
2. Connect with a client → the server is in singleplayer mode.
3. Connect with a new client → the server will switch to multiplayer mode, and clients will be asked to /ready up.
4. The match begins, and everything is normal.

I don't think setting se_matches to -100 in gGame::Analysis() is necessary, but perhaps I don't understand the intentions behind that value.
