Bug Description
Allow team players to issue a vote within their team with consequences limited to that team, as the reason or need for that vote would not be evident to all teams present.
Use case examples:
* Suspending a player from one's team
* Shuffling a player in the team
* Electing a team leader
* Un-/Locking the team
