Powered building and deployable

Bug Description

Make a building that can undeploy to a vehicle powered. Undeploy it to the vehicle. Destroy the source building, now deploy the vehicle back to the building. The buildup animation will be stuck in a infinite loop.
If this is done example on a conyard, you can still buy buildings, which shouldnt be possible, its unpowered.

I also have to add:

While in the loop, the building will be also unsellable (at least the ConYard). The infinite looping doesn't seem to go away for any building after placing/activating the powering building, until the building is packed into a unit again.

The charge-up anims, ConYard construction arm animation, etc. aren't affected, they will play normally, but on the looping buildup. Also, combat buildings can't be ordered to attack or undeploy until they have power back, so the looping buildup doesn't affect that either.
